Delhi Deputy Chief Minister Manish Sisodia on Friday wrote to Lieutenant Governor Vinay Kumar Saxena, accusing him of bypassing the elected government and its cabinet, issuing direct orders to bureaucrats and asking for files.
“In the recent past, your office has been using the transactional practice of calling files from various departments and authorizing statements through the relevant ministers and chief secretaries. Cabinet,” Mr. Sisodia said in the letter.
The Deputy Prime Minister said the LG’s “recent actions” violated the law. He further said, “This unseemly development is contrary to established traditions and practices relating to government business transactions as well as the relevant provisions of the Constitution.”
He asked Mr. Saxena to “take timely and necessary remedial measures to avoid any controversy or embarrassment that would not serve the interests of the residents of NCT of Delhi.”

The letter is the latest in a heated exchange between the AAP government and the LG.
Criticizing Mr. Sisodia, Delhi BJP spokespersons Harish Khurana and Praveen Shankar Kapur said in a joint statement that his letter clearly reflected the Delhi government’s continued policy of “confrontation and conflict”.

They said Mr. Sisodia in his letter spoke about following constitutional procedures and respecting cooperation, but he himself crossed administrative restrictions for the third time and violated the constitutional powers of the government by writing the letter.
“Several times, the court has said that the LG has the right to deal with service issues, such as the transfer of officials. It is clear that the LG has the right to call any file under the constitutional amendment procedure. So I don’t understand why Mr. Sisodia raised these issues again,” they said.
