According to officials, Section 19(5) of the Transactions of Business Rules empowers the LG to withdraw files pending with ministers or the Chief Minister in public interest.
“Despite the allocation of land by the relevant departments and the payment of the required amount, the Environment Minister has not given permission to transfer the trees and make mandatory afforestation,” said the official on condition of anonymity.
Officials said the LG had raised the issue of “excessive delay” in clearance of these projects during a meeting with the Prime Minister and had also written to him twice in August and September this year, assuring their speedy disposal.
The LG noted such permission on the file when it was clearing the file for construction of an academic block at IIT Delhi, which had been delayed by a year and a half without approval from the Environment Department. Projects of national importance should be accelerated,” the official said.

Other projects approved by the LG after approval by the Minister and the Chief Minister include construction of CISF residential complex in Saket, construction of road bridge and flyover in Sultanpuri and Nangloi, group housing project in Roshanara Road and construction of road between Parmanand.
