New Delhi: Delhi Governor V.K. Saxena has approved the announcement of ‘Right of Way (RoW)’ policy, which is important for digitization, wiring and smooth rollout of 5G services in the national capital, LG Secretariat sources said on Thursday. Sources said the 2016 India Telegraph Rules, which were meant to facilitate the implementation of the National Broadband Mission, have stalled beyond 2020 due to “senseless and relentless politicking” by the AAP government and its ministers. .
Thirty-two states and Union Territories have already announced their policies for underground and terrestrial telecommunication infrastructure. The AAP government in Delhi has decided to draft the policy in January 2020.
“However, Deputy Chief Minister Manish Sisodia returned the file to the Urban Development Department in July to notify the policy, saying that the policy could benefit local bodies in terms of revenue from telecom operators.
“It is clear that he did this to illegally take over the powers of local bodies,” sources said.
They said it was put up again in September and Sisodia had “tiddled the file with red tape and sent it to the law department for re-examination”.
Sources added that when the file, duly vetted by the law department, came to Sisodia through Law Minister Kailash Gahlot on November 1, he again flagged it to the urban development secretary without any reason.
In view of the upcoming G20 summit and the progress of 5G rollout, the secretary-general immediately placed the file for approval by the lieutenant governor as it included a notification under the Telegraph Rules specifically applicable to the Union List. November 23.
The Lt. Governor then approved the policy announcement, which is expected to be announced soon, the source added.
